Isn't literally MP5 on an item more for a healer? Using pvp enchants... No enchant on wrist, hands and shield. No belt buckle in the waist. No enchant on boots + using cloth boots (?) He has no dual spec + engineering not maxed out. No experience on Yogg/Vezzax in Ulduar 25M.
To be honest I'm gonna vote no. Slacks enchants, slacks some experience, didn't post the Armory link (wait with applying if it's down?), his apply ain't that good overall either if you ask me. Besides that I think he's a bit too young.
